ABC/M with Activity Analyzer at the Naval Undersea Warfare Center
Lead Software and the consulting firm LMR Solutions have implemented an Enterprise Management System (EMS) for the Naval Undersea Warfare Center (NUWC), Keyport, Group 50. EMS provides Group 50's managers with relevant and accurate business data. This dynamic management tool has improved the efficiency of Keyport's range, systems and project reporting, and enhanced customer relations by increasing the accuracy and responsiveness of cost and schedule reporting. The EMS is comprised of three components - Activity Based Management (ABM), Earned Value Management (EVM) and Enterprise Management Reporting (EMR), all of which are automated and located on Group 50's network.

Enterprise Management System (EMS) Components

The Activity Based Management
(ABM) system provides Keyport's range managers with critical information for decision-making. It provides on a weekly basis, the true cost of work performed on each system and identifies what drives that cost. ABM also provides managers with relevant performance indicators and true cost for system operations and maintenance.

The Earned Value Management system provides project managers and customers an objective measurement of how much work has been accomplished on a project and at what cost. It calculates and reports the Budgeted Cost of Work Performed (BCWP), Actual Cost of Work Performed (ACWP), Estimated Cost at Completion (EAC), Cost Performance Index (CPI) and Schedule Performance Index (SPI) on a weekly basis.

The EMS Reporting system provides for automated ABM and EVM reports that reside on NUWC Keyport's local server. EMS reporting application provides weekly CSSR, EVM and ABM reports to managers, supervisors and customers. The automated reporting application has precluded managers from the time consuming requirement for monthly data collection, compilation and calculation. EMS Reporting has significantly increased the accuracy and validly of cost and schedule evaluations. Managers and customers now have accurate, relevant and timely data at their fingertips.

With EMS, labor and expense data is drawn from NUWC's legacy reporting systems and automatically converted to an ABM or EVM format. EMS saves managers measurable time by centralizing and automating the reporting process. The requirement for double entry of labor and expense data was completely eliminated. The Enterprise Management System resides on Group 50's local server where managers, supervisors and customers access ABM and EVM reports through a single user interface.

Implementing EMS has reduced significantly the time required to plan, manage and report on cost and schedule performance. It improved relations with NUWC Keyport's customers by increasing their trust in Group 50's reports and management decisions. Managers and project leads are developing a better understanding of their resource constraints and requirements. Project managers are able to develop and implement Individual Development Plans that support their current mission and vision for the future. NUWC Keyport, Group 50 possesses the management tools and data to perform analysis that will lead them to the root cause of schedule slippage and cost overruns. Additionally, EMS provides data and reporting capabilities that meet the requirements for budget drills and utilization and capacity data calls.

The Enterprise Management System integrates Lead Software's Activity Analyzer ABM software with Microsoft Project.
